Cornwall Council Homechoice Review

Social homes are in high demand in Cornwall, they need to be managed in a way that meets the needs of local residents. Cornwall Council are thinking about making some changes to the way they allocate social housing in Cornwall. This includes how they let their homes, the priority levels (banding) and how people apply and bid.

The Cornwall Homechoice Scheme is a common housing register where households can register and apply for affordable homes owned and managed by the Council and its Partners – collectively known as the Cornwall Homechoice Partnership.

When someone applies for a home, Cornwall Council use their ‘common assessment framework’ rules to decide whether they can join the register, what type of home they can have and their level of need or priority. Their Allocations Policy explains the way they decide how all Council, and most housing association, homes are allocated.

There have been lots of changes to the law since Cornwall Council last reviewed Homechoice. They need to change their policies to meet our legal obligations, respond to the changing demand for social housing and improve lives for those are in greatest need.

Many elements of the current Common Assessment Framework and the Council’s Allocations Policy are still relevant. This consultation asks a series of questions around four main themes that have been identified as needing review:
